Depends on the overall experience you're looking for... and where you're coming from!

The Florida Keys definitely has flat water, and fantastic downwind opportunities.

Venezuela is a no-brainer!

It means that, without a doubt, (translation: "it takes no brains to know") Venezuela will have beautiful, flat water for your pleasure!
