If you can't tell what kite suits the conditions for yourself, then you should either have a wind meter or don't go out. I can hold a fair amount of kite in their high ranges that others with less experience can't. I have been the only one on the water at our spot, someone less experienced shows up see me on x size kite, they rig the same and get worked over and over and then just land their kite after 10mins and rig down a size. Just think people relying on others to tell what they should be on is bad. People need to be responsible for their decidisions and a huge part of that is developing the skill to know what is right for yourself.
