I just got back from the nuevo vallarta area and thought I would post a report for mid february. I stayed at a big resort but was able to find an open section of beach just a five minute walk north of the hotel. I only got one great day in on a 14 m2. The wind was about 15-18 kts.
I was there 6 days and I could have kited most of those days around 2 oclock if I would have had a kite bigger than a 14 with me and a bigger board or a skim booard. As far as I could tell it is definitly worth bringing kites in the 14-20 range this time of year.

Also I got a brochure for a kite instructor down in pvr named Jorge from the hotel water sports guy.
