Where to go in South-America??

Hi! I'm looking for a place to stay in SPANISH south-america... What I look for is:
1) Great wind all year long, OBVIOUSLY!
2) Great beaches!
3) NOT touristy!! At least not TOO touristy. I want there to be a spanishtalking local environment that dominates....
4) I want to learn spanish, therefore 3).....

Where to go? Chile, Venzuela?? I've been looking at isl margarita, but i'm afraid that's too touristy... Gimme some suggestions!!

If you look for wind where blows everyday over 19 knots....but every day ...you have to go to PUCLARO, but only from September to April Summer time, there are a lot of other site, but forcasting is very important, as Pichilemu, Matanza, Pichidanhui....How to get there..

The best country to visit is Argentina, all types of conditions. Check out the coast (Mar del Plata) or the mountainous interior (Baroloche)

Bolivia has some cool lakes in the salt flats that i think no one has ever hit up that would be pure butter.

In Chile, around Pucón, you have a huge lake you can ride, plus a volcano that has snow all summer, where you can rent snowboards and ride it. Snowkitng with no trees on an active volcano!
