Can anyone give me info on kitesurfing Bay of Roses during July / August this year?

pls find out below message we received few days ago from a kitesurf school in Sant Pere Pescador (between l'escala & Roses):

"
Kitesurf is a forbiden sport during summer in all the catalan coast. This summer our school and enterprise VENTILADOR.COM joined with the others kite school in our zone are FIGHTING to reach a LEGAL ZONE in Sant Pere Pescador.
Kitesurf is not a privilege, is a new sport that everybody need to adapt. Think that this situation have been provocated for KITESURFERS, because is you come to our beach and begins to kitesurf where you want and you disturb the other people on the beach, think that there are much more sunbathers than kitesurfers.
Then the situation is that, we hope, there are two places to kitesurf. One situated in the north of the beach and the other in the south. Obbiously, there will be a tax to kite and it will be mandatory to have an insurance to kitesurf. If you don't have you could buy in our shop.
Why the taxe to kitesurf, because the taxes for the zone are much more that you think.
Why the insurance, because the law and the authorities says, and it will be much better for all.
Obbiously, if you don't want to pay, you can kitesurf everywhere, then the police will come an will take the kitesurf stuff and put a fine.
I hope to see you in our zone, obbiously in the water kitesurfing.

Kiteboarding in Catalunya is banned from 01June - 31Sept.
This has been going on for the last 3 years.

We still kite everyday (wind permiting!) but we have to be smart about it: always kite after 1800 when tourists are gone from the beach, kite in our secret spots were the cops let us kite and of course, RUN as fast as you can if you see the police boat unless you want to pay a 3,000 EUR fine!

Its stupid but its the way things are over here. We get up to 500 kiters on a good day at my beach, and 90% of them are beginners. We get looots of idiots that play around with their kite on the sand while hundreds of people are sunbathing... thats why the sport got banned.

St Pere is the only spot in Catalunya were kiting is permitted. The local schools there rented a piece of beach which cost approx. 20,000 EUR for 3 months in order to continue their business during summer.
You will be allowed to kite there in summer but you will need insurance. Talk to the local schools and they will give you colored rashguard taht identifies you as "kiter with insurance".
Expect hundreds of kiters there on the weekend! The nice thing about it is that St Pere is a very consistent spot for wind in summer and you should get an average of 4 days a week with 12-15 knots.

thx for the replies. i kited in St Pere Pescador last summer in August and there were 2 kite zones along the beach plus a further two at the Mistral center and towards Roses which were flagged out. it was all pretty safe with bathers staying away.

will there now be a charge to kite there during summer this year? if so who will be in charge?
