Have you tried looking at Brasil? Seems to wind here nearly all year round. Water is warm, no need for wetsuits. Waves are ok, you can find some good surf spots.

great suggestions ,
I 'm mainly interested in surf riding with peeling waves that are somewhat steep
So needs are, surfable location with high winds
