As I have written before, I have seen how teachers taught their kitesurfing pupils to behave irresponsibly.
In Fuerte last year, one of the top pros was riding irresponsibly, crashing his kite onto the crowded beach after missing tricks and not paying attention to little children playing there.
Every kiter has a signalling function in the way he behaves. If good kiters behave irresponsibly, others will follow. If everybody tries to act in the best way possible and tries to promote this behaviour in others, a large step towards kiting safety will have been taken.
(this should not be seen as an alternative to using safety systems)
