Yes. Both the 11 and 12 are fantastic kites. The 09's in the larger sizes are MUCH faster than the 08's. The 09 12 is my favorite of the bunch, and it's night and day compared to the 08. I flew the new 16 for an hour and had a great time on it--you can loop it! In the 9 on down I don't notice much difference over the 08's with the exception of the 6, for some odd reason. The new 6 has a magic feel to it. I know of two 120=130 pound women who have made the 09 6m their quiver of one.
As for range, I can only comment on the 12--11 was a demo. It is like a wing, in that you want to let it run and generate apparent wind. When you do this the low end is really impressive, as is its ability to "pop" in light wind for jumps. I can't give you wind ranges, as I never pay attention to that. What I can say is I can go upwind on the 12 at 195 lbs when there are very few whitecaps on the water, riding a 135x39 twin, and others are on 13/15 Hybrids.

SBC Kiteboard magazine's test team reviewed the 9, 11 and 14 North Rebel. The bar pressure is reduced from the 08 models.

Bar pressure 09 vs 08? Similar?
and 11 vs 12 always 2009? I read differences in speed and power. Really?
