Hi there!
In Portugal there are 3 very probable windy spots, as they all work on Thermal winds in the Summer(June to August) from 15 to 30knots:
North: Viana Castelo (Cabedelo)
This is an harbour so you have pretty flat water, glassy near the peer, small waves(0,5m), unreliable forecast: there's wind almost for sure, as long as the day is hot or the forecast give more than 10knots!
You have a camping park right behind the beach.

Center: Guincho beach (Cascais, Lisbon)
Flat during some tides in the inside, but open sea with up to 3m waves.
The winds are thermal and venturi, so if the day is hot, there's some wind after lunch! You have Hotel Muxacho right on the beach and a camping 500m away. (get in touch for more infos on our partnerships)

South: Alvor (Portimão, Algarve)
Here you have 2 spots, river(lagoon) and sea. At the sea the water is pretty flat but the wind is sideoff shore (there are some rescue services in the beach but not specialized in kitesurfing rescue). In the lagoon you have flat water and waist deep water in high tide. The winds here are also thermal and venturi, so if there's hot, there's wind from 14pm, and if the forecast shows 15knots, count on 20!!
