Southern Bighorns?

Raining and no wind here today so I'm killing time wandering google earth thinking about next winter and new places to explore. I love the Bighorns. Looking at the topos of the area around Powder River Pass north of highway 16 it looks to go really vast above tree line from 9,600' - 11,000'+. Has anyone tried riding there? Does it hold snow well? Does the road stay plowed all winter?

Just looking at the terrain & assuming good snow cover it looks like it could rival Bald Mtn or better? I know it goes into wilderness but how far can a person bile until you reach the wilderness boundary? I couldn't find that demarcation on G.E. Looks like it could potentially be park & ride from just east of the pass?
