How about Cabarete in the DR. It's a really nice place and the teaching at Kiteclub is really good. The water on Kitebeach is quite flat because of the outer reef but it's not shallow (I thinks its better because you feel more confident afterwards and you can't hurt yourself that easily). Now it's windy season and we have around 4-5 BFT every day :).
