I've been to phuket 3 times and never had any luck with the wind. From what I understand the summer monsoon is the best time for wind there. I would make other plans for phuket, and if by any chance there is wind, go kiting.
Thailand very seldomly has good wind. I travel there because it is a short flight for me and I can try to time the wind. I went to Pattaya in July and had three days of good kiting.
Hua Hin does have consistent thermal winds around March but they are not exactly strong. Usually you'll need a 12 meter or greater unless you are a tiny asian man.
