Supposed to be winter..October - April for the Amihan wind pattern.

Boracay has a weather station that is privately run by some kiteboarding enthusiast. http://www.boracayweatherstation.com/ has been running since June last year so wind statistics for Boracay have a small sample size!

About the forecast, I'm aware of two computer models being run for forecasting. GFS 0.5 Deg (Windguru/Windfinder) and Quicklook (Windalert). All these forecast models are linked from boracayweatherstation.com. From my own experience I can't say which model fits better. Sometimes GFS is more correct and sometimes Quicklook. Often the wind is +-3knots more or less than forecast.
