For when?
Sri Lanka have super nice flat and strong wind but I think is pretty basic accommodations only near the kite spot.
In Bali we have good flat water and excellent standard of accommodations but wind is light.
Bye Jankie

take a look at the boracay videos on youtube to get a better idea. I would be surprised if you could get flat water in 20knots of wind. Boracay seems pretty flat to me.

We stayed at the 7 stones which were really nice accommodations. They are new condos and very nicely furnished with a kitchen. Right on the beach. Your family can watch you kite from the pool or from the balcony. The beach is narrow which has pluses and minuses - but again tons of video on youtube so you can get an idea.

We even ate at the little restaurant there a lot which was a bit expensive (for the philippines) but nice for a quick meal.

NO Bali in that period and also NO Sri Lanka..
Western Australia have some good flat water spot but is not exactly SEA.
Boracay probably the best spot.

Koh Phan Ngan.

Many pleasant resorts right on the beach near Thong Sala, either side of Holiday Beach Resort.

boracay flat water depends on the tide, usually there's low tide once or twice per day for 2-4 hours, you just need to time your riding according to that
