What! No way would it be the chicks fault REGARDLESS of how long it took for the dude to crash. If I was downwind I would be anticipating what I would do if the person up were to crash ahead of me. Be a little proactive in your riding is better than trying to be reactive.
I was a beginner once and I lost control and crashed my kite next to another kite who was riding downwind. He came back screaming and cursing me like I did it on purpose! Whatta wanker!
The only way I will pay for ask someone to pay for a kite damage is if I was borrowing someone else's or they were borrowing mine.

So...
if chick crashed kite then 1 second later dude smacks into line. chick at fault. shouldnt be crashing kites that close upwind of people. if you can control your kite get down wind and out of the say.
if chick crashes kite 40 seconds later numb nuts steam rolls into her. dude is at fault. im new (have windsurfed and sailed - but kite lines take up a ton more space), but i see it like driving. If someone is following you too close down wind and runs into your lines because you crash your kite it is their fault. If you are going to pass me, do it upwind or not at all. If you try to pass someone upwind and drop your kite and they run into it, it is your fault. If someone is following downwind of you and you change directions into them and crash your kite, that is your fault. If people are going in opposite directions the port tack rider should give the starboard tack rider room to make a mistake. the more experienced kiters in our area get extremely close which is fine until it isnt. I try to stay a full kite lines length away from people.

This is a very funny post... 2007 Cab is trash anyways, all stretched, old dacron ready to rip... As far as prioriteis are concerned: It she overtook him and then crashed in front of him, she should have stayed clear, I mean her, kite , lines and board way upwind from him. If he was overtaking her then he had to go downwind deep enough to clear her kite. And of course if they were on oposite tacks, the one going starbord has right of way and the other should prferably clear the kite and lines... Space is always your ally, No need to stick behind the chick and not allow enough space... Anyways, the old cab was trash and it is a good thing that it got decomissionned...
