Had a quick look at the New York State Office of Parks, Recreation and Historic Preservation Rules Regulations and kite flying is documented in Part 377.1 Regulated Activities. It's not out right prohibited like for example... "spiting on grounds" or "obscene language". There's many more prohibited activities and there's lots of regulated activities as well. Kiting is a regulated activity. I noticed it does not specifiy kitesurfing, only kiting. Also if you look at the document last amendment was on May 10, 1994 so kiting has been a regulated activity since at least 1994... almost 20 years.
Maybe there's a new version out there some where?
Sounds like NY just want their parks to be a nice and easy going place where regular folks can sit down with nice big bucket of kfc and feast in peace... might want to check the rules on food though.
Tough one to call.

PS: It's probably the same here in Canada's provincial parks as well. I don't think I've ever launched a kite in a provincial park unless it's closed for the season.

This is an ongoing process, no change since 2009 posted ALREADY HERE!What I don't understand why don't you guys Be Real, post all the info if you want something, so people wouldn't have to fish and filter out the BS & truth what's going on Besides that when group of people when get together they can achieve what they want The proof is in the pudding its possible because special interest groups are managing just to do that, like those successfully created Bark Parks for animals at state county and city parks Maybe we became machines of our machines and giving more care and value to animals, than the core of human being and relationship Called "Gizwidget Syndrome" disease in my book started manifesting everywhere Where are the Brands, acting with leadership protecting these rare Big Birds as you see above and supporting this kind of activity included proper instructions and safety at the Parks through friendship HELLO DrLW

Not the same here in Ontario Provincial Parks, our local organization works hard to ensure we have good relationships with the park officials and open line of communication, otherwise I bet we would have have already lost access at a few spots. There are certainly no bans here on a provincial level yet, we did loose access to a municipal park a few years ago. Seems municipalities have an easier time of making and enforcing rules.

@laughingman , I was thinking that Canada would be similar to US in terms of it's rules and regulations governing park usage. It's good that Kiteboarding organizations in Ontario are maintaining good relations with the park authorities

So I have done some research and spoken to a couple of the folks who put together a great campaign in 2009 to try and have kitesurfing allowed. (As william_rx7 & DrLightWind pointed out). http://www.thepetitionsite.com/13/request-for-contained-kiteboarding-access-at-jones-beach-state-park-new-york/What I have found is that (as someone already stated in this forum) there is a ban on flying a kite in the State Parks http://nysparks.com/publications/documents/NYSParksRulesRegulations.pdf{Sec 377.1.g - pg.16} There is also a sign at the entrance to the parking lot (where one is required to park when visiting Jones) that specifically prohibits Kite Boarding. As for a definitive rule outlined by the New York State Parks, I have not been able to find one, although I have sent a few e-mails thus far to try for clarification on the exact rules in place, (Once I receive a response I will post it). But from what I have been told by some of the kiters who organized in 2009, offseason kiting is allowed (Anytime not between memorial day and labor day) and 'summer' kiting is forbidden. I have been e-mailing with them in hopes of another try at removing the ban within the designated launching and landing area, and possibly other restrictions to maintain safe kiting while the beach is populated.
