No he isn't. This guy is an Israeli and the other guy is an American.
The safety aspect isn't going to be the important one. IMO the ISAF didn't make the logical decision, but as long as there is enough wind at Rio, they can stick with their decision and they will get the most entertaining racing in the sailing classes from the kiters.

It's sad to see windsurfing get bumped, and arguments could undoubtedly be made to sacrifice another sailing class instead.

That said:

1. The number of events and classes running in the Olympics is rightfully up to those organizing and financing the Olympics.

2. If it comes down to a decision between windsurfing and kiteboarding, then I believe the right decision was made. Looking today at the upward trajectory of kiteboarding in terms of popularity and capability, and windsurfing's flat or declining trajectory, I have no doubt that kiteboarding will have positively left windsurfing in the dust by 2016. There doesn't seem to much new youthful energy finding its way into windsurfing any more, sad to say.

I was wondering if Toby was planning on entering Le Tour this year? He has 2 weeks to prepare, pleny as it isn't a sport (I'm assuming that means it's now a past time) and it will all be done and dusted in 3 weeks.
