Yes. It is too early in the season
You may get winds
But Costa Rica is in season, heading there next month

I learned to Kite in El Yaque off the Coast of Venezuela on Isla Margarita. My instructor was recently trying to put together a kite trip to nearby island during same time frame. He said end of January is very consitent strong winds there. You should find great conditions!
