In may is a very good time to go, generally people don't have vacations an the weather in may is sooo good. Maybe in the weekends could be more people but manageable, monday to friday the beach would be almost for you

May is actually a good month to come to Tarifa, perfecg weather conditions and exactly in between a calm period and the period it gets crowded so you will get a good balance of locals but also a few tourists who liven up the place.
