Punta Chame, a drive from Panama City is the only place I know of. Similar to season/wind to CR but a bit lighter.

Punta Chame is nice place.
I was there a month ago. The season is pretty much over.
It is usually December-March.

Panama Dec. to Mar. is awesome!!! A group of us hired a two week charter through the San Blas via Nirvana Charters. We kited 82 degree flat water every day with upwards of three sessions a day. Mostly the wind was 14m with a few 12m days. The wind speed average was generally a very steady 17 knots with a couple of days in the low 20s. However be prepared to launch and rig in knee deep water especially in the central hollandes (which is absolutely sick) and leave your surf board at home. San Blas is by far the most rad spot I've ever ridden hands down from a beauty, wakestyle/flat water perspective.
We also spent five days in Chame which has stronger winds but colder, murky, choppy water. You might want a shorty there. However we mostly rode 10m and 12m kites there. If you want flat water at mid to high tide you can do a 5 mile downwinder to the "Lagoon" at high tide which is a river mouth flanked by mangroves and sand bars for some butter. Good peeps too. Casa Amarillo is a great lodging option. NitroCity is overpricied and not that rad.
