a lot of kites relaunch easily 15mph+. the big question is what kites can lift a wingtip and relaunch easily in low wind.

2012 blade trigger great low wind relaunch (including 5 and 7m). fat lady 2012 exceptionally good for a big kite

If rellaucnh is a worry, Naish has a lightwind relaunch system. You can easily use it in higher winds too. Very easy to install and use...but the kites relaunch easy without it too...

Yes, correct (for 4 line kites anyway).
If all you care about is the easiest relaunch, you will limit yourself to a shape of kite with a very round leading edge and you may not get the best upwind performance or hangtime or other features in a kite. You can't have everything.

We have tested pretty much all entry level kites on the market including all of those suggested so far, as we want the best for the school so want something with very good re-launch, especially when very underpowered as you are often teaching on a kite half the size or maybe small if you have light students to what are larger guy might be riding in the same wind strength.

The best we have used so far is the Airush DNA/Lithium and the Airush one (no longer produced) The big leading edge and very rounded leading edge shape are perfect for launching in barley any wind at all. We do also use the Envy, Kahoona, Passion and Vision in the school which are also very easy and quick but just not as easy as the Airush kites. I think the Lithium actually won one of the magazine awards for easiest relaunching kite last year?

if you are a school dont you want to teach whatever kites you sell? You dont want to teach kids on a kite you dont stock.

Best light wind kite to relaunch is the Turbine. Personally have relaunched this kite in 5mph. It's the best school light wind kite we have found.

Kiting since 99. Had WAY 2 many kites. So far hands down: Wainman.

However, u need more than 2-4 to RE

Anything with delta in it is the easiest to relaunch pretty simple really. And yes I've flown both the lithium Nd the wainmans very very easy relaunch.
