Allow Kiteboarding in Tarifa's lagoon/ Permitir Kiteboarding en La Charca

It is the best spot in Tarifa and in Europe for kiteboarding. It is the only one with flat water, which makes it really easy for beginners to learn and for experienced riders to train and learn new tricks. Many world champions have trained on the lagoon, and thanks to that spot, people from all over the world come to Tarifa to kiteboard. Recently bird protectors and "Junta de Andalucia" have managed to ban kiteboarding from the laggon, arguing that it disturbs the birds, but they don't know anything about kiteboarding. People that kiteboard know that birds are not disturbed by them as you can see the birds flying around and resting at 100m from kiters, and they also rest in other parts of the river where kiters don't go. Birds have been doing it for the past 13 years and they keep coming every year, which proves that kites don't harm them at all. In fact, birds protectors have never proven that kites disturb the birds, they just say it but without any argument.
