Daniel,
There are buses but you really need to rent a car to make the most of it - you'll be stood at the roadside for most of the day otherwise!!!
I was there a few weeks ago and Flag is good if you like flatwater/small wave stuff. Cotillo is beautiful beach with some nice waves when I was there. Above Cotillo towards the lighthouse there is the north coast track which leads right round the top of the island. Lots of lagoons but difficult launch in most spots. Sotavento is a long drive and I didn't bother as we had wind virtually every day for 11 days!!
Have a good trip. Cars are pretty cheap by the way and if you rent one of those Renault Kangoo things you can get all the kit in the back.
Cheers, Michael

Agree, I would rent a car. Just to go from Corralejo to Flag Beach can be a long walk depending on where you are in the city. Cars are very cheap over there - well, at least they were 3 years ago.
In July, you should have plenty of wind. Sotavento blows usually stronger but it's a hell of a gusty area. We went down there to play in the lagoon and even made sure it was the right tide, but the place was so gusty that we just gave up; it wasn't fun at all. You could see people flying & crashing all over the place... The open see is better but, at least that one time we went, it wasn't any better than Corralejo.
The northern part of the island is very nice.
