Not all of NY is state parks. Not all beaches are state parks. I guess all the schools in NY teach and run there businesses illegally? They don't teach and ride in state parks! Since you are up that way, maybe you should stop in at Tug Hill in the winter and tell everyone it is illegal what they are doing. The regulation you pulled up has more to do with the amount of people in the summer. Pretty sure they ban frisbees and ball throwing to. You bring up bicycleing but I am positive you can ride bicycles in most state parks without much consequence. After Labor Day it is all open again.
