I'm looking for warm water, good wind, ideally not too far a flight from the west coast (Vancouver). Reasonably cheap to live. Currently in Cabarete and this place is ideal except the wind usually drops in the fall. Don't care about waves/flat water, like both.
Not Brazil.
Any recommendations?

Not Brazil? Though sh*t mate. You don't have many places left with those requirements of yours.
Then I would suggest Australia (West Coast).

Sigh. It's not a slight on your home/adopted country that by some extension you take as a personal slight. It's just that Brazil is a pain to get to flight-wise (long & expensive), relatively expensive compared to some other destinations, and I'm learning Spanish and the Portuguese there would just mess me right up. I will hit up Brazil some other time.
Costa Rica looks great, thanks for mentioning it - have emailed Bob.

Hi mate,
It doesn't matter to me at all where you go on vacation. I just thought it is a bummer you don't like Brazil.
Flights going straight from Vancouver to Rio or Sao Paulo and then a connecting flight to Fortaleza.
The only drawback (since you are Canadian) is the visa requirement (you need to apply for that beforehand).
Hope to catch up with you for a drink in the near future (and I'm sure you will tell me then how you love it here).

Sao Vicente (one of the Cape Verde islands)
Flight is expensive
You'd need to fly to Amsterdam with KLM then to Sao Vicente with TACV.
Living costs are low if you adapt to local foods (incl. lots of fish)

I recommend Penghu, Taiwan.
Wind is guaranteed in Nov. and Dec.
You need bring your small kites with you (<7M) as wind might be very strong.
Check out this 4-year wind statistics of Windguru data.
Accommodation is cheap, you can rent a room for about 400 USD per month.
Renting a scooter to transport yourself and gear to the beach is only 10 USD per day.

texas or baja - south padre if you decide you do want epic flatwater and 15mile side shore head high downwinders, baja if you want to bounce around in some chop.
