Well f*** my life. I am a beginner going to go up and down from old hale all the way a little past the sewage plant. I did not fly 8 hours to learn to kite and a shark is not going to stop me.

Lol well good for you though is that considering that there are 8 mil. visitors in addition to general population that pretty much all go in the water all year round the probability of getting munched is slim to none...

Secondly there is no increase in attacks at all...it just varies from year to year...

Far more people die each year of drowning than are injured as a result of a shark attack. An average of 60 people die each year by drowning in the waters of Hawaii.

I'm pretty sure that device mentioned above is sold only to tourists. It is guaranteed to attract all sharks within a 3 mile radius and therefore all of the locals can surf without worrying about sharks.
