Google translated from the French Windmag:

October 5, 2013 (0) Bad news: hit by a kite Almanarre, a windsurfer dies .

While the east wind blew for 3 days on the Var, the conditions were met for sessions in the beautiful bay where live almanarre windsurfers and kitesurfers . But late yesterday afternoon , Var morning relayed a very sad news for the community of water sports.
Hit by a kite , Patrick Ricaud , a retired Bandolais windsurfer well known in the area, was transported in serious condition to the hospital in Ste Musse Toulon after being supported by the SMUR and firefighters rescue center HYEROIS . Luckily , while the offending Kite would immediately took flight, Patrick , helped by a friend directly on the water , was subsequently brought ashore by Zodiac prevented by a regular spot after a third gave the Kitesurfer alert. After two hours of intensive care, emergency were not able to revive him . Our first thoughts are obviously going to Patrick's family , his wife, two children and relatives whose pain must be immense and that Wind Magazine extends its sincere condolences.
More generally , far be it from us to fuel the rivalry Kite / Wind remains sterile all ways , enjoy all the same to appeal to cautious kitesurfers who pass by here . The pleasure of a jump of more is not worth much against human life. To attend regular spots Almanarre and Madrague the collisions windsurfing / kitesurfing are unfortunately common. They are most often caused by a lack of judgment kitesurfers capacity , conditions, the magnitude of their drift jump or the space occupied by their wing . Obviously we also windsurfers to remain alert because in some situations a kitesurfer ( whose wing is 25m ) is less visible in peripheral vision a windsurfer always attached to his equipment. And a number of accidents could be avoided by a particular event as tragic as that of yesterday . Cohabitation would actually calmer for everyone .

they don't know who did it ?

Yes..a hit and run...i read the article in French
Also read an additional article in French that says his action to bail makes him a coward
It appears that they don't know who did it....but for sure the kiter's conscience does

This is very tragic, my sincere condolences go out to the man's family and friends. I hope we learn more details about what happened in this accident. Regardless, we need to use special care to protect people downwind of us, whether on the water or in the air during a jump.

I found the following accounts, the computer translations "suggests" the kiter in addition to aiding in the windsurfer rescue also identified himself to the police, was interviewed and released or do I have it wrong?

"MAJ samedi 16 octobre - 16h : Suite à la déposition faite ce jour par Olivier Lejars au commissariat d'Hyères, compagnon de session de Patrick Ricaud, le kitesurfer n'était pas en délit de fuite et celui-ci s'est présenté ce samedi aux autorités policières par qui il est actuellement entendu…"
http://www.kiteboardjournal.com/article ... hyeres,520

Poor computer translation into English:

"Update Saturday, October 16 - 16h: Following the statement made today by Olivier Lejars the police Hyères, companion session Patrick Ricaud, the kitesurfer was not hit and run and it appeared this Saturday police authorities by whom he is currently heard ..."

This may have been confirmed on flysurf.com.

http://forum.flysurf.com/bar/almanarre- ... 12ef2a66f5

and the actual news account:
http://www.varmatin.com/hyeres/deces-du ... 38948.html

a poor computer translation:

"On Var Matin:

A reading Var-morning Saturday, a kitesurfer is reported to the police of Hyères. It is he who is the cause of the fatal crash, but did not realize the severity of the shock.
The man explained, moreover, that the police were involved in the rescue of the victim with other witnesses, before leaving to rescuers.
A lengthy hearing allowed Hyères inspectors concluded the accidental thesis.
The kitesurfer walked free from police.
Provided the investigation continues.
Legal consequences of the accident have not been established."

It would help if someone with good command of French would read this information over for the exact meaning for confirmation.

I would urge caution Bille until someone with strong French reading skills confirms things. I've been misled before by computer translations. I get the impression from the accounts that the original "hit an run" version may have been printed in error by the reporter. Again, I would wait for this to be confirmed. Hope it is true however and again, my sympathies to all involved in this sad accident.

You mean to say, a reporter spun the story (lied) to sensationalize it???
No Way!!! I find that very hard to believe!!
