South Beach. Great night life, crowded beaches, only @ 3 places to kite and 2 of them are crowded and may be closed due to the amount of people kiting on any specific day.
If Florida is something that sounds inviting? Try the Florida Keys. Islamorada is awesome for kiting with many shallow, flat water spots to ride. Lots of great restaurants and things to do if not kiting. Diving, snorkeling, sup, fishing, wakeboarding cable park, swim with the dolphin, etc... Key West is 1 1/2 hours to the south and Miami is a little less to the north. Night life is a bit more laid back here. More of a carribean vibe.
Not sure what you idea of hot is. We can and do get cold fronts here in the winters with great sandbars a short boat ride away and if the winds are NE thru SW, there are great spots for beginners thru pros without the use of a boat. Water temps average between mid to upper 60s to the mid 70s. Air temps can dip into the 50s for a day or 2 if a cold front is going through but jumps back to the 70s and 80s within a day or two.
As for accommodations, plenty of places rangeing from as low as $50-$75 and can go up to $500.-$600 a night.
