You should be fine with your first plan to stay nearby...driving 1.25 hrs south may not be necessary
Wind and waves will be pretty much the same where you will be and my local area
N or NNE or NE 13-18 mph forecasted (not always correct of course  )...waves about 3ft

Have fun
Happy Thanksgiving

If it was my local beach, and kiting had bin banned last year ; absolute
guarantee that i would have called the cops !

Did you consider calling the cops ? If you had
called them, and local government tried to impose another ban, then
you could have said what happened . What you did by walking away
was prove that kiters are not interested in following the local law ; & that
gives reason for another kite-ban.

4 to 1 Odds wouldn't have bin Fun , and you did good by not pressing
it further, (Teeth cost Money to fix) ; your law makers won't believe you tried to
stop them , without proof though.

On an After thought, you may wanna try to enplane to local law enforcement
and legislatures
what happened, and get suggestions on how to stop a future violators.
If you don't , then kiss your kite beach Good-by !! Are you willing to loose
your spot without a Fight ?

A prime example of why it would get banned is a video clip i saw on the florida kiters forum of these guys in Majorca Spain riding in between swimmers young and old pulling all the usual tricks beggars belief what could have happened .Total disrespect for other peoples saftey .

Our small local kite community got together and talked to the guys. It worked out well. Cops and legislators Billie? I'm on a small island in Mexico, those might be good suggestions in many places but not here.

Unfortunately the douche bag attitude of 'I'm just here to get my sesh' is still widely in use...
Its well known that the frontal lobe (that regulates risky behavior) in most young people is undeveloped, causing them to have a lack of judgement...

At my beach the few young guys are respectful of the rules, its the old shit dont stink dudes that are the problem. A few of the older dudes are out of control, call it mid life crisis, call it I boss people around at my job I don't need to listen to anyone, I don't know what the deal is.
