Lay the kite out downwind with weight on the upwind tip, pick up the downwind tip and pull it towards the upwind tip and it should open up and the air will fill the kite.
Once you have the kite nearly full, run back to the bar and launch across the wind like an LEI.
get that kite in the air and keep it low for a min to get more air in it and to give you room as if you pull it up straight away it will haul your ass across the beach.
If you are at the true upper end of the raneg you wont be able to do tones lift the wing tip and fill the kite option. The lower sanded tip usually rips out from under the sand and you have a big tangle.
Personally I launch like normal. IE kite flagged on one tip walk out and 45 and peel the real tip off the ground kite uninflated. The high wind soon inflated the kite.
Note: This is my process for speed 3. I cant see why a chrono would need a different technique unless it is much worse launching without being inflated.

you can assist launch a foil. unfortunately the only video I could find about how to do it is over 10 years old showing how to assist launch a peter lynn arc kite
now that the chrono is out, I think more than one person wants to use it in higher winds. We are due for another training video on how to do an assisted foil launch.
Make sure you prefill it as much as you can, then launch and keep it at the side of the window until it fills... the more wind there is the easier it is to keep it into the wind.
also use a lot of weight (sand) on the tip. if the kite slips out too early it will drift back half inflated most likely. if you depower the kite in that situation it can frontstall. if the tip is well pinned down and you have to work (steer up, power up) a bit to get it airborne, you will end up with more air inside the kite and the kite in a more stable position.
don't rush, slow means better filled means more stable.
if the kite is up and the wingtips are not filled all the way, ask someone to hold you so you can power the kite a bit.
assisted launch is possible and very safe but only if your assistent is a well trained foil kite launcher and you are a well trained assisted foil kite launch pilot. many assistents let the kite go way to early, and hold the kite at the wrong spot (tip). many foil kiters fail to balance the wingtip that goes up first, so it eighter stays at the ground or flips over the assistents head. it is not hard but it needs practice. and same as mentioned before: time is your friend.
one more thing. in my opinion the chrono can handle gusts quite well, but i strongly reccomend not to launch the kite in the upper windrange if the wind is gusty.
