From 21.02.02 to 07.03.02 there is an organized trip to Cap Verde. I believe ther are still two free places. You live on a comfortable catamaran for two weeks in full service and they take you to the best spots.
The equipment is inclusive and there are kiteinstructors on board. Wind guarantee of 4-6 beaufort. It is a little bit expensive, but perfect to start. I startet to surf in France and had booked a course for one week but we could only try on 2 days. That was more expensive. So if you are interested, send me a short message and I will give you the adress.

Puerto Rico is also an option, check out http://www.realkiteboarding.com they are all set up with a complete kite school in Puerto Rico and hatteras, very good teachers who already a few years of experience. Canary islands are another option but i have not been there in few years so I don't know how they are set up in terms of kite schools etc...

Cabarete is very consistent and great for beginners although the water is not as flat in the "winter". Check out http://www.kitexcite.com. They also offer lodging option right on kite beach which includes breakfast and storage area for your equipment. Brunotti boards can also be rented (getting 20 new boards in on the 15th) and Wipika, Naish, WindTools, North, Cabrihna kites as well. Also http://www.hispanolia.com has some good general info. Airfare may be a bit pricey but once you get there, it's very inexpensive. Nightlife can also be fun as Cab caters to windsurfers and kitesurfers. Good luck whatever you decide! Just make sure that the place you pick has a long, wide sandy beach and no reefs! Friends just got back from a place in the Caribbean and their kites got thrashed on the first day from sweeping their kites too close to the water (like a couple of inches!).

Hey. You are limited to the tropics or the Souther Hemisphere. Puerto Rico is cool. Hawaii is crowded. Cabarette is cheap. We have a great school in Puerto Rico. Cabarete is not good for beginners. It's crowded and the shorebreak and choppy water is just spoiling your first tries!
Try instead a flatwater area in f.x. Fuerteventura(south), Thailand or the Maldives!
Try to find a place which is not overhyped, where you can quietly progress in your own temper. Kiteschools are to find in lots of places nowadays, and you'll need no more than 10 knots to start kiting.

Cabarete choppy water and shorebreak? You must've been up or downwind from the kite beach or there during the winter when fronts were coming through.
