So, inside the bag within the bag, you'll find the dreaded "knotted bungee", a rather expensive little bugger ($15-16 USD) that holds the Cabrinha CL quick release in place. I've always thought Cabrinha could come up with a better idea. If the bungee loses elasticity or breaks, the quick release can trigger too easily (e.g., during a crash on the water).
