Panglao/Bohol conditions in February?

Hi everyone,

Does anyone have any experience kiting in Panglao or Bohol in the Philippines? I'm wondering where on Panglao would be a good place to stay where I might be able to kite right from my hotel or rental property. I'd of course like to have a place with sideshore or onshore winds during the month of February. Also, I'd love to know if it's an enjoyable place to kite (wind and water conditions, launch issues, rules, hazards, friendliness of the people etc).

Any information would be appreciated.
