Flat water.
At the point the wind blows side- slightly side off and the bay is perfecly round, so if you mess it up at some point, it will allways blow you to shore.
Very steady wind: Gusts are like +1/2 knot, lulls are about -1/2 knot (not kidding)
If you want some adventure, you can also have some (smallish) waves 15km south of Santo Domingo bay in Zarate or Playon (all part of Paracas)
You can also find butter flat water (no more than 2" ripples) with strong steady wind in La Canchita or El Charco (Salinas de Otuma), great for speed kiting or sick freestyle!

Shame Paracas doesn't look as great a resort to hang out though... But kiting comes 1st!

Paracas for sure. The desert meets the ocean there and it is truly stunning, if a little barren. Perukite are good lads also, though some of their kit had definitely seen better days. Fabulous conditions to learn in though. You almost feel like you re kiting on Mars. And you re not too far from Lima if you want to go and get involved.
