I go every year to Namotu, $4k will pretty much cover everything for a week

I just returned from a trip there. Best surf is July. The wind was fairly light, usually 12-18 knots off namotu and Taveru. Surf cooked. We had tons of waves-Namotu, Wilkes, Cloudbreak and some Resturants. The waves can get a little crowded, but generally the line-up was fairly mellow. The bigger the waves, the less crowdwd. I was on a sailing yacht, so not sure of the cost.

If you don't surf, I would think that there are better kiting destinations. If you mean a non-surfing partner, there are alot of fun and relaxing water activities to ocupy your time. Both Islands have SUPs and both have good snorkeling andgood fishing. It is a fairly long flight for just one week. Also you are taking a big chance in such a short time- both swell and wind wise.

don't go here if you do not surf as well as kite - especially for week , i second that. if you dont have kiting ocd like everyone else though, it is still a nice place to visit and chill out.
Also kite waveriding here is not necessarily straightforward logistically whatsoever (depending on where you go) and can for sure be in the "highly advanced" / be able to look after yourself/ get yourself out of deepshit category sometimes
