That's how I see it as well. The insert (plates) are waiting under the deck upside down to welcome the 4 screws of the strut plate (numbered 1 to 4)
So, it is mostly the surface tension along the deck skin that holds the strut plate in place, providing the EPS around the diamond plate remains dry and stuck to the upperskin and that the hull diamond cut laminate does not unstick under the push/pull or torsional load.
If water finds a way through the router cut via the board bottom .....
