For a 85kg guy 17m is a good lightwind sice.
For this 130kg guy to have the same power his kite should be 26m.
So kites smaler than 19 is just impossible in 10-12 knots for him.
He should be looking at the new Flysurfer 4 21m foil, it has the power like tubekites in 23-25m range, I think there is no other kite on the market that kan make him kite in 10-12 knots without going downwind.

Unless you kite in San Diego or Florida, I hope a 17m will be your biggest kite.
What is more important is your board. It should be sized to your weight.

Get a big big board. Get a too big board. You won't regret it.
In a surfboard you are looking for 6-6 length,
23" wide and 40 to 50 liters. Look at the Firewire Sweet Potato.
They can make you one in their heavier kite construction.
