My definition of a kook does not in most cases mean a beginner (it is usually reserved for the idiot helping the beginner who can't really kite themselves in this case).
The most dangerous kook kiters in my experience are those that can now stay upwind and somehow feel this means they now have the sport nailed. So they bring all their friends down and try and teach them right inside the rotation trick zone. Then they go out like some hero mowing the lawn and basically just get in the way, being a danger to all around them and themselves.
I know the lads patience is now at its wits end and we are starting to make things right. This has involved generally a quiet chat but has also involved a few "I will see you on the beach" when this advice is not adhered to.
We pay attention to how people kite when they become dangerous to themselves and other kiters. Other than that we don't as what is there to see, just kookness.

They're easy to spot on our beach, they'll be unwrapping a Best, two sizes bigger than what everyone else is riding, then they blubber when you refuse to launch them.

In his defence, It wasn't his first kite, he didn't learn the sport on it, and he really just wanted to make sure he had the bar sorted to an up to date standard. Not much kook in that.
I personally think that getting to the stage you see through the hype and realize with a modicum of experience and skill, a C kite is just a kite, to be respected and used just like any other is a sign of maturity.
Better than dudes who trash them as dangerous or claim their hybrid feels and flies just like a C without having ever actually flown one.

Was just amused by the irony. Thinking a 2004 kite is 2009 because it is still crispy and telling everyone about it on a forum is definitely kook-ish..
I've still got an old 2005 C kite myself. Don't use it much though, it's got a lot of grunt but that's about it.

I will always ride a bigger kite than you. I weigh more than you do, I ride a power eating board, I rip upwind in a single tack, and it's just more fun for me. If you are on a 6, I will be on a 9. If you are on a 10, I will be on a 13. If you are on a 12, I will be on a 15. I've ridden in NE Brazil, Maui, Baja (both coasts) and all up and down the west coast.
Call me whatever names you like, but I've been doing this for over a decade, incident free, and I know what I like. And I'm happy to self launch thank you. It's my party and I'll fly what I want to.
