July is typically the season of the seabreezes, with the odd NW spells.
seabreezes are typically weak, 8-12kts, sometimes a bit more though, with the odd 18kts happening twice in the summer. Mind you, foiling makes this more usable, and it is smooth warm wind.
But it is CROWDED! Beaches are crowded, carparks are crowded, everywhere you have to pay, and because there are only a couple of spots where you can kite before 7pm, those spots are crowded.
In a NW, it can get strong, but then again, crowded...
Only l'Espiguette offers substantial room, and a bit more freedom at the end of a 20 minutes walk (from a crowded carpark).
Further west towards Leucate, more room, more wind (less sunbathers), presumably more inland places where you can kite, but it is still pretty busy.
Not that I'm trying to put you off from visiting my home region, but honestly, I'd say July and August are the worst times for a water enthusiast. Not because the conditions are terrible, but because of the crazy number of people you have to compete with.
