20 and 14 is a a good combo, of course 20-16 is perfect but then 16 -9.5 is very wide gap. The R4 14 is a very balanced kite, it works well at the lower end too, 14 kTs is enough for having fun. The Fuel is a nice kite to but is a different concept than the other two kite you already have.

Being dragged on land is normal in powered conditions, the kite style has a lot to do with how much it pulls at the edge of the window. It is not as easy holding your ground with a R2 than an Airblast.

Usually is a compromise of being parallel between the LE and your shoulders. Going in a straight line, the bar is pretty parallel with the LE, of course it is not when doing kite manouvers.
