Perfect description from headzup for the Lagos spot!
But Alvor village is on the East side of the river and usually the winds are much more constant due to the wind direction there (on shore, not side off over some hills as in the Lagos side) and you have plenty of low depth water to ride in high tide, and also in low tide NW, riding at NW of the island (carefull with strong current towards the seas when tide is going down!
There you can leave the car around 900m away and walk to the spot, or drive trough a dirt road. They haven't been bodering anyone yet, but sometimes in the Summer cops don't let cars go till the spot.
