I can't speak for OBX, but in Chs, 400k is far short of getting a water accessible home.

Will echo other comments about Hatteras Island being a great spot for water time, whether that is kiting, surfing, fishing, etc. So many options and with the bend in the island, all wind/swell directions can be had with a short drive. Downsides are apparent, like the road possibly washing out, but you'll be retired. Just know that the major Hospital is up in Nags Head...and our experience with it has been great.
Avon is a great community - but I'm biased, have a house there. I like it's central location, grocery store, hardware store, food options, easy drive north or south depending on conditions. Haven't stayed over the winter but just know it's slow from friends.
Lot of locals live in Buxton. Larger section of the island, schools are there, grocery store, lumber yard, surf shops, auto stores, etc - lighthouse and cape point.
Can't stress enough about renting places...try multiple areas...come down over the Holidays, come in the summer, come in the offseason...figure out if you can handle turnover days during the summer in Nags Head..it's a bit hectic.

You might find it hard to get a house for 400k with direct sound access or oceanside (first lot back), but you can be a few lots in from the ocean or sound and easily get a nice house for 300 - 400 on the Island. Unless you need a McMansion and kite out your back door, you can easily be in walking distance for that price.

Thanks for all the responses and that real estate site is a good one. I'm not looking for a McMansion and don't really need to be on the sound. Gotta look into the homeowner's insurance though.

Homeowners insurance is cheap, wind and hail policies are expensive and flood insurance can be expensive depending on your site and the elevation of the structure, mechanical, electrical, etc.

Hatteras is great. But general rule of thumb with real estate there is to buy Oceanside and just wait a few years until your property is Oceanfront.
