It's definitely a kite for someone with advanced foil kite skills, but if you possess those skills it's got an aerodynamic profile that allows it to sit WAY forward in the wind window and it can go upwind extremely fast. Its weight is a bit of a drawback going downwind as it doesn't drift as well as more modern, lighter race foils.
My biggest complaint with my 15m Joker7 for freestyle is that it's easy to land a jump with the kite above/behind your head because it flies so far forward, requires good timing or a firm commitment to a downloop at the end of a jump. But it does jump very well when it's properly powered.
I had Joker 7 11m . It was nice for racing and the guy who bought it from me was happy racing it. However it really needs to be powered well and just doesn't work in light wind. Unless you are expert in foils it would be better to go with something like Ozone Chrono V2/V3 for jumping.

That is different. The perfect wind range depends on your weight, your ability and your well-being.
Due to the high base pressure I find the Joker also very good in low wind. I can always take one size smaller than others.

It should work really well above 15 knots. It didn't work great for my gusty lake conditions where wind often drops below 10 knots.
My 15m Joker7 doesn't fly worth a damn under 11 knots, I prefer to take it out in the 12-17 knot range. The 11m might be a different beast if you can move it around more because it turns more quickly and it'll also be lighter due to less fabric, and not to call that dude who said it'll fly in 11 knots a liar but that is NOT my experience with the Joker-7.
