Planing a quick kite trip for mid January 2019 with a kite buddy looking at Puerto Rico and Cabarete. Is one better than the other in January???

I think it is pretty much the same.
IMO Cabarete has a bit more wind due to its Venturi effect.
Plus Cabarete is cheaper for food and accommodation.

Yeah, if you use Dollars or Euros you'll get better value in the DR.

I would say the wind forecast can be finicky. I never trust it. Usually I wake up in the morning and check the sky. And it can change. Summer is thermal, so winter is storm front which makes it more gusty and less predictable than thermal wind. I wrote all about the wind here. Hopefully it helps more in depth:
